He considers Ukraine an aggressor, calls Ukrainian soldiers "marauders."
As a child, Volodymyr Bystryakov already showed compositional abilities. Not even ten years old, he wrote simple songs to the words of S. Marshak and other children's poets. He studied at the music school named after M. V. Lysenko. In 1972, he graduated from the Kyiv Conservatory. Shortly before graduation, he took part in the International Competition in Hradec Kralove and won the first prize there. This victory opened the way for him to stage. In 1972-1992, he worked as a pianist of the Kyiv Philharmonic and performed piano concerts. His repertoire included works by Tchaikovsky, Rachmaninov, Scriabin, Chopin, and Ravel.

In 1978, Bystryakov made his debut as a professional composer - his song "Hello, my morning" performed by Alla Kudlai was played on the radio, and then - a number (more than a dozen) of songs in the musical TV movie "Fairy Tale as a Fairy Tale" performed by Lyudmila Hrymalskyi and VIA " Mallows". To date, Bystryakov is the author of music for more than 20 films and 36 cartoons, the author of pop songs, instrumental pieces, music for dramatic performances. The first popularity came to Bystryakov after Valery Leontiev performed his song "Where did the circus go?" in 1980. (this song later also entered the repertoire of Alla Pugacheva). A total of 27 songs by Volodymyr Bystryakov were in Leontiev's repertoire in those years.

As a composer, he collaborated a lot with famous artists — Oleksandr Malinin, Alla Pugacheva, Valery Leontiev, Mykola Karachentsov, Iryna Allegrova, Olga Kormukhina, Pavel Smeyan, Yevgeny Paperny, Iryna Ponarovskaya, Olga Kabo, Albert Asadullina, Aurika Rotaru, Georgy Melsky, Taisia Povaly.

In the song genre, he worked with such songwriters as Oleksandr Vrataryov, Arkady Gartsman, Naum Olev, Volodymyr Shlionskyi, Volodymyr Hotsulenko, Vadym Levin, Mykhailo Tanich, Anatoly Poperechnyi, Yuriy Rybchinskyi, Igor Lazarevskyi, Andriy Dmytruk, Yuriy Garin, Oleksandr Korotko and by others Together with the Kyiv poet Volodymyr Hotsulenko Bystryakov created the vocal-poetry cycle "The Road to Pushkin", which was recorded by Mykola Karachentsov.

Currently, he works a lot with young performers, is a member of the jury of numerous song contests and festivals, a permanent member of the television joke lovers club "Golden Goose", the series of programs "Visiting Vova" and the program "On the corner of Khreschatyk and Deribasivska". He conducts extensive concert activities as a presenter and performer of his own songs, leads the female vocal group "Altana" created by him. The popular song "Lady Hamilton", written by Volodymyr Bystryakov based on a poem by the famous poet Oleksandr Vrataryov and included in the repertoire of Georgy Melsky, Oleksandr Malinin and Mykola Karachentsov, was recognized as the best song of the year in 1993.

In 2014, together with his wife Olga, he founded the "Olga and Volodymyr Bystryakov Song Theater" school-studio, where children, in addition to vocals, study acting and dance. Pupils of the school have already participated in concerts, including in the Kyiv Opera House and the Ukrainian House.

Due to the beginning of a full-scale war started by Russia, he went to Germany

Civic position
In the light of the political events in Ukraine in 2013-2017, he is known for his statements against Euromaidan and his support for the annexation of Crimea by Russia. He considers the Ukrainian government to be an aggressor on its own territory, and many of the volunteer battalions of the Ukrainian army to be looters. He also believes that there are no regular Russian troops in Donbas, and the people who live there are fighting. He stated that the Ukrainian authorities are killing culture with "black lists", which "surpassed the times of the Inquisition".

A figure in the Myrotvorets database for public anti-Ukrainian propaganda, support for pro-Russian terrorist organizations, and public support for Russian aggression against Ukraine.

In an interview with RIA Novosti Ukraine on January 2, 2016, he said:
"I went there, to Hrushevskyi, because I felt that the tectonic plates of our state were shifting, a new type of protesting person was appearing, it made me happy. Although he understood very well that as a result of all these moves, some "devils from the snuff box" will definitely jump out. And so it happened, those who had nothing to do with the protests jumped out and declared: it's all over, guys, we're leaving! we are already sitting in the chairs. It was predictable. But, nevertheless, there was some benefit for Ukraine, because before this we were generally not able to protest, or resist, or resist lawlessness...we had the most quiet, peace-loving state. "
- I work for people everywhere. For me there are no "traitors", for me there are no "renegades", "Zionists", "separatists", communists, anything else "fashionable". If people are happy with my music, if it lifts the mood, then nicknames and all these epithets... we will leave them for professional liars who wear the "proud" title of politicians.

On July 30, 2017, in the "Gordon" program on the "112 Ukraine" channel, he said:

"Crimea was an autonomous republic in our country, a referendum was legally held there. And there were no automatic machines there. There was only a team from America not to prevent the annexation of Crimea. "
"In Donbas, everything started not with Russia, but with the fact that Donbas advocated for us to have a confederation. If we had it, if they did not start shelling Luhansk from planes, there would be no war. I'm sure. "
