Vsevolod Petrovych Rybalchenko (* 23 August 1904 - 2 February 1988, Kyiv) was a composer and teacher born in Kharkiv.

He graduated from the Kharkiv Music and Drama Institute in the class of Semen Bohatyrev; since 1944 he has been working in Kyiv.
Opera "Perekop" and "Haidamaky" (both in collaboration with Yuliy Meytus and Mykhailo Tits); suite for symphony orchestra based on Ukrainian folk songs, the second suite "Youth", poem "Merry Overture", numerous solos to the words of Taras Shevchenko, Mikhail Lermontov, Volodymyr Mayakovsky, Maksym Rylsky, Volodymyr Sosiura, etc.
