Melnikov Volodymyr Mykolayovych

1951

Ukrainian writer, composer, scientist, Honored Artist of Ukraine.

Biography
Education and science

From 1959 to 1969, he studied at the 33rd secondary school in Chernivtsi.

Later (1969–1974) — at the Minsk Higher Military Engineering Anti-Aircraft Missile School of Air Defense.

From 1980 to 1982, he studied in Kyiv at the Faculty of Management Engineering of the Military Air Defense Academy named after O. M. Vasylevsky, Marshal of the Soviet Union.

From 1984 to 1987, he was an adjunct at the aforementioned academy.

In 1987, he obtained the degree of candidate of technical sciences, in 1991 - the title of associate professor.

In 1993 and 1997, he was elected an academician of the Ukrainian Academy of Original Ideas.

In 2005, he graduated from the International Business Institute with the program "Corporate Management and Business Strategy" (Kyiv).

The author of more than 100 scientific works and inventions, including the author of the educational manual "Designing mathematical algorithms for the functioning of radio electronic devices" (1992).

The rank of colonel since 1991.

Participant of hostilities in Bosnia and Herzogovina in 1998, awarded the badge "War veteran" - participant of hostilities.

In 2001, he resigned from military service as a senior inspector — head of the inspection group on international military cooperation of the General Military Inspection under the President of Ukraine.
Public Service

In the Administration of the President of Ukraine (2001–2003), he held the positions of deputy head of the department and deputy head of the Main Directorate for Judicial Reform, Activities of Military Formations and Law Enforcement Bodies.
In the State Administration for the Affairs of the President of Ukraine (2003–2005), he was the head of the Department of Economic Development.

Civil servant of the III rank (since 2003).
Public activity and participation in creative unions

Member of the Council, deputy head of the Public Organization Zemlyastvo Bukovyntsiv in Kyiv, (co-head of the section of military personnel and law enforcement officers).

Member of the Board of the Association of Artists of Pop Art of Ukraine.

Member (since 2003) and executive secretary (since 2007) of the supervisory board of the National Presidential Orchestra.

Head of the personnel department and member of the Statutory Commission of the National Union of Writers of Ukraine.

Author of three literary and artistic publications:
